Capacity Building Training on “Cyber Security “Held in Phnom Penh

PHNOM PENH - On May 31, 2023, the Securities and Exchange Regulator of Cambodia (SERC) and the Telecommunication Regulator of Cambodia (TRC) joined hands to co-organize a Capacity Building Training on "Cyber Security." The event, which was supported by PP Link Securities Co., Ltd, Cambodian Derivatives Exchange Co., Ltd., Goldwell Capital Co., Ltd., and Yuanta Securities (Cambodia) Plc., was presided over by H.E. SOU Socheat, Delegate of the Royal Government in Charge as Director General of the SERC, and H.E. Srun Kimsan, member of the TRC.

The primary objective of this training program was to enhance awareness about Cyber Security and the increasing incidents of cybercrime in Cambodia. The event aimed to provide knowledge about prevention mechanisms and technology risk mitigation to SERC's officials, the General Secretariat of the Non-Bank Financial Services Authority (FSA), regulators and units under the FSA, licensed companies under the SERC, and SERC's partners.

During the training, H.E. Delegate emphasized the significance of digital literacy and financial knowledge in the current era of globalization, where technology plays a pivotal role in the development of the securities sector, economy, and society. H.E. Delegate acknowledged the growing prevalence of cybercrimes and stressed the importance of equipping individuals with the necessary skills to minimize such occurrences.

H.E. Srun Kimsan, member of the TRC, highlighted the critical role of the telecommunications sector as the backbone of digital technology. He emphasized that digital technology is a key factor in promoting operations within the securities sector. As regulators, their mission is to ensure the security of all securities trading systems, promoting transparent, orderly, and sustainable development in both sectors.

Furthermore, the event witnessed the launch of the Securities Legal Glossary Book, a publication supported by CamEd Business School. This publication was made possible through the Memorandum of Understanding (MOU) between the SERC and CamEd Business School, which was signed on July 14, 2022.

The training session was attended by SERC officials, representatives of the General Secretariat of the FSA, representatives of regulators and units under the FSA, Cambodia Securities Exchange, CamEd Business School, National Institute of Diplomacy and International Relations, and companies providing services in the securities sector. The event attracted a total of 127 participants. The training program was conducted under the framework of the MOU signed between the SERC and TRC on June 10, 2022.

The collaborative efforts of the SERC, TRC, and their partners in organizing this training program highlight their commitment to strengthening cybersecurity measures and safeguarding the securities sector in Cambodia. By equipping stakeholders with knowledge and prevention mechanisms, it is hoped that the occurrence of cybercrimes can be minimized, fostering a secure and thriving digital ecosystem for the country.
